Broom-Clean Condition: What You Actually Have to Leave Behind

Most residential purchase contracts and most leases ask that a home be handed over in broom-clean condition, and almost none of them say what that means. The person moving out is left guessing at a standard a buyer, a landlord or an attorney is about to judge them on.

What does broom-clean condition mean?

Broom-clean condition means the home is empty of belongings and trash, the floors have been swept or vacuumed, and the cabinets, closets and appliances have been emptied. It is a standard about removal rather than about hygiene. A home can be broom-clean and still have grease above the range and a gray film along the baseboards.

The phrase comes from construction, where it meant the trades swept up after themselves before the next crew arrived. It carried over into real estate contracts and leases with roughly the same meaning, which is why it sets such a low bar.

In practice, broom-clean is generally understood to cover four things:

  • Nothing left behind — no furniture, no boxes in the crawl space, no paint cans in the garage, no rugs rolled up in a closet
  • No trash — bins emptied, and nothing bagged and left at the curb for the next person to deal with
  • Floors swept or vacuumed — hard floors swept, carpet run over once
  • Cabinets, closets and appliances emptied — the refrigerator and the freezer included, and defrosted if you have unplugged them

The contract wording governs, not the custom. Illinois sales are commonly handled with an attorney review period, so the person to ask what your contract actually requires is your real estate attorney.

Is broom-clean the same as clean?

No. Broom-clean is a removal standard; clean is a condition standard. A broom-clean home has been emptied and swept. A cleaned home has had its surfaces washed, its bathrooms scrubbed, and its floors mopped rather than pushed around with a broom.

The gap between the two is where most walkthrough friction lives. A buyer standing in an empty house is not comparing it to the last house they saw — they are looking at it without a single piece of furniture in the way, which is the most unforgiving light a home ever gets.

Emptying a house exposes everything the house was hiding. The rectangle of clean floor where the dresser stood, the dust shadow behind the refrigerator, the grease film on the cabinet above the range that only shows when the light hits it sideways — all of it is now the first thing anyone sees.

What do buyers, landlords and agents actually notice on a final walkthrough?

They notice the same short list every time, and it is not the list most people spend their last day on. Nobody inspects the ceiling. Everyone opens the oven, looks in the refrigerator, runs a hand along a windowsill, and looks down the length of the baseboards.

The places a walkthrough reliably goes:

  • Inside the oven and inside the refrigerator — both get opened, every time, and both are the fastest way to lose confidence in everything else
  • Inside cabinets and drawers — crumbs in the corner of a drawer read as "nothing else was done either"
  • Baseboards and door frames — at eye level going up a staircase, and along an empty hallway, they are impossible to miss
  • The shower and the tub — soap film, the door track, and the seam where the tile meets the tub
  • Behind and beside the appliances — the gap next to the range, and the floor where the refrigerator sat
  • The floor along the closet back wall — hangers and shoes leave grit there and it is the last place anyone thinks to look

None of that requires a specialist. It requires time on an empty house, which is exactly what nobody has on moving week.

How do you clean baseboards without removing the paint?

Fresh latex paint needs two to four weeks to cure before it is damp-wiped at all, and cured trim only needs mild soap on a damp cloth. The detail sits in our guide to what damages painted trim, and what is safe on it.

What should you not try to fix on your way out?

Some of the marks on an empty house are not dirt, and attacking them makes the handover worse rather than better. Knowing which is which saves a security deposit more often than an extra hour of scrubbing does.

  • Mineral film on shower glass. Hard water is the local reality here, and it does not come off in one pass. Happy Maids will not use an abrasive pad or an aggressive chemical on it, because those etch glass and dull tile permanently, and that damage does not come back off
  • Carpet stains. If a lease or a contract calls for professional carpet cleaning, book a carpet company separately and have it done last. Happy Maids vacuums with sealed-HEPA machines and does not shampoo, steam clean or extract
  • Exterior windows. Interior window washing within step-ladder reach is available as an add-on. The outside of the glass is a window washer's job
  • Anything above a two-step ladder. A fixture hanging in a two-story foyer needs a specialist with the right ladder
  • Walls and ceilings. Washing a wall usually announces itself as a clean rectangle in a dirty field. Spot-clean marks gently or leave it

Wood floors deserve their own note, because an empty house tempts everyone to mop hard. The National Wood Flooring Association is blunt that wet mops and steam mops damage the finish and the wood over time. Damp, not wet, and never wet at all on unsealed or unfinished wood.

Should the cleaning happen before or after the movers?

After. A move-out clean done before the truck arrives is undone by the truck — every box scraped along a hallway, every dolly wheel across a floor, and every dust shadow that was hiding under furniture that has now left the building.

Build a day of slack into the plan rather than booking the clean for the morning of closing. What does a move-out clean cover that a broom does not?

An empty house gives access to everything a lived-in house hides, and that access is the whole point of a move-in and move-out cleaning service. The task list is the deep-clean list, run wall to wall with nothing standing on the floor.

  • Cabinet fronts, edges and knobs hand-washed, including the grease film above the range
  • Window sills, ledges, blinds and trim hand-washed room by room
  • Doors, frames, trim and baseboards hand-washed through the whole house rather than dusted
  • The gaps beside and behind the range, refrigerator, washer and dryer
  • Floors vacuumed with sealed-HEPA machines, then mopped wall to wall

Inside the oven, inside the refrigerator, inside emptied cabinets and interior window glass within step-ladder reach are add-ons rather than included, and they are commonly added on a move-out — nearly everyone takes them. Mention them at least one business day ahead so the time goes into the estimate instead of appearing on the day.

Under the Illinois Security Deposit Return Act, a landlord must return the deposit in full within 45 days when the building has five or more units, no rent is owed, the unit is undamaged, and the tenant cleaned the apartment before moving. A landlord may also use the deposit to clean the unit after you go. Any amount withheld has to come with an itemized statement and paid receipts within 30 days, and your municipality may have its own ordinance on top of state law.

How do you clean baseboards without removing the paint?

Vacuum the dust off with a brush attachment first, then wipe with a barely damp microfiber cloth and a few drops of mild dish detergent in warm water. Rinse with clean water and dry the trim. Skip the melamine foam sponges — they work by abrasion and will polish a permanent dull patch into flat, matte, aged or semi-gloss paint. Skip degreasers and solvents, do not over-wet the seam where MDF trim meets the wall, and wait at least two weeks before washing anything freshly painted.

Do you have to clean the carpets when you move out?

Only if your lease or contract says so, and many do. Read the clause carefully, because "professionally cleaned with a receipt" is a different obligation from "clean."
